The Welsh Labour-led Assembly government’s pioneering Welsh Baccalaureate Qualification is to be rolled-out at Foundation level in post-16 and Foundation and Intermediate levels in Key Stage 4 from September 2009, Education Minister Jane Hutt announced today.
The Welsh Baccalaureate Qualification has been piloted at Foundation level (the equivalent level to NVQ Level 1 or GCSE Grades D-G) in post-16 learning and Foundation and Intermediate levels in Key Stage 4 since September 2006. A total of 34 centres are now participating in the pilot and from September 2008 there will be around 5,000 learners taking part.
Following the success of the pilot and two positive evaluation studies by Estyn and the University of Bath, individual schools, FE colleges and approved work based learning providers are being encouraged to apply to deliver the qualification at this level. The Welsh Baccalaureate is already being rolled-out in post 16 learning and applications are being invited for the final phase of the supported roll-out of the qualification at post-16 Advanced and Intermediate levels.
The Minister has also announced that the Principal Learning and Project Qualifications being developed for the 14-19 Diplomas in England will be available within the Welsh Baccalaureate Qualification framework from September 2009. Applications to participate in the delivery of this new provision will be invited from 14-19 Networks.A decision on the successful applications for all three strands will be announced in December. The proposed schedule for implementation is set out below:
1. From September 2009 at Foundation, Intermediate and Advanced Levels: Engineering; Construction and the Built Environment; Creative and Media; Information Technology.
2. From September 2010 at Foundation, Intermediate and Advanced Levels: Society, Health and Development; Environmental and Land based Manufacturing; Hair and Beauty; Business, Administration and Finance; Hospitality and Catering
3. From September at 2011 Foundation, Intermediate and Advanced Levels: Public Services; Sport and Leisure; Retail; Travel and Tourism.
